3 Minutes: November 2017

At each Baltimore County Board of Education meeting, CASE has three minutes to present information to the board in the interest of our organization. The following is a transcript from one of those meetings.


Good evening Chairman Gilliss, Superintendent White, and members of the Board.

You may recall that in my first message to the Board, I emphasized the need for consistency through all facets of the organization, and the need for ongoing professional development and support for the school based leadership.

On September 26th I shared CASE’s enthusiasm of the System design for ongoing professional development for principals, assistant principals, and STAT teachers at monthly meetings.

I have had the opportunity to attend the first three monthly professional development sessions for the principals. I have also attended two sessions for assistant principals and STAT teachers.

Professional Standards for Educational Leaders (PSEL)

In February 2005, Maryland responded, in advance of the nation, to the priority need for an increased focus on instructional leadership by developing and adopting the Maryland Instructional Leadership Framework. In 2008, the nation followed Maryland’s lead in producing the Interstate School Leaders Licensure Consortium (ISLLC) Standards. Since that time, ISLLC standards have been used extensively as a means for validating principal preparation and licensure.

In February 2017, the Maryland State Board of Education adopted the PSEL. These standards replaced the Maryland Instructional Leadership Framework. The PSEL maintains the priority of instructional leadership while elevating the attention to the overall success and well-being of each student. The state is in the process of transitioning from the Maryland Instructional Leadership Framework to the new standards, which will guide administrator preparation programs and professional learning experiences.

It is expected that all school systems will transition to the PSEL by the 2018-2019 school year. That means that the current ILOs on the administrator evaluation will change to reflect the new PSELs. CASE will work with BCPS to design an evaluation that emphasizes professional growth. If you are interested in helping with this important task, please email Tom DeHart.

New CASE Executive Board Members Get Right to Work

New members to the CASE Executive Board bring experience and constituent diversity to the Board. Daniel Pizzo, Elementary Assistant Principal, Maureen Astarita, High School Principal, Michelle Proser, Central Office Coordinator, and Lisa Perry, Middle School Principal join the Executive team to round out the team who will work diligently to serve our members across the system.
